Kathleen Tofall, VOCA Fiscal Officer

Kathleen Tofall joined the Missouri Office of Prosecution Services in August 2018. As the MAPA VOCA Fiscal Officer, she provides grant assistance and support to 74 victim advocates who serve 78 counties across Missouri. Her experience in the Victim Service field is extensive and includes serving as the Executive Director of the St. Louis Circuit Attorney’s Victim Services Unit responsible for the administration of direct service programs provided to victims of crime in the city of St. Louis (18 years) and as Program Manager for the Victim Service Council/St. Louis County Prosecuting Attorney’s Victim Services Division (11 years).  As a member of the Missouri Victim Assistance Network, Kathy actively participated in the passage of the Missouri Crime Victims’ Rights Constitutional Amendment and its implementation since 1992.

As a graduate of St. Mary’s University of San Antonio, Texas with a Bachelors degree in Public Justice and of the University of Missouri—St. Louis with a Masters in Counseling, Kathy has focused her efforts in various areas of social services: as a child protective services caseworker, as manager of two residential facilities serving individuals with developmental disabilities, and advocating and assisting crime victims since 1989.  Kathy is also a Community Crisis Responder, certified through the National Organization for Victim Assistance, and has served on local, state and national teams including response in New York/New Jersey after the September 11th attacks.  She served as Faculty Instructor for the Missouri State Victim Assistance Academy in 2004, and since 2008 has served on the MVSA Planning Committee and as a presenter/trainer on numerous victim-related topics.
